                 INDEX AND SUPPLEMENTAL DECLARATION

         As directed by the Court’s May 17, 2024 Order, the District of Columbia (the District)

  submits the attached Amended Vaughn Index, a supporting declaration detailing the reasons

  for its redactions of 24 Office of Tax Revenue (OTR) Private Letter Rulings (PLRs) under the

  Freedom of Information Act (FOIA) that are responsive to Plaintiff’s October 8, 2019, FOIA

  request, and redacted copies of those PLRs. See Exhibit A, July 1, 2024 Amended Vaughn

  Index; Exhibit B, July 1, 2024 Supplemental Declaration of Bazil Facchina; Exhibit C, OTR

  Revised Redacted Rulings.
