Tax Analysts v. District of Columbia — OTR Private Letter Rulings
Built a public litigation record for the D.C. FOIA case seeking disclosure of 24 Office of Tax and Revenue private letter rulings. The D.C. Court of Appeals reversed and remanded in July 2023, holding that PLRs are not categorically exempt under D.C. Code § 47-4406.
